NECTART calls for a “cultural New Deal” in artistic and popular education. It would include the creation of a “national reference institution” which would co-ordinate actions by the State (Ministry of National Education and Ministry of Culture) and by actors in the field, and make extensive use of new spaces of transmission (fab labs, hackerspaces, citizen cafes, etc.).
